Hoyt was an experienced flier who had served as a command pilot, combat observer, balloon observer and technical server during the First World War, and prior to the Secodn World War.

He was designated Commanding Officer of the 6th Fighter Wing in the European Theater of Operations in February 1943, and the following May assumed command of the 65th Fighter Wing.
