I picked up this jacket and some other related item at an auction in Maryalnd USA. After doing some research, this site confirms that there is a high probability this is Wallace "Wally" Blackwell's Officer's jacket. Citations and awards along with the name and date inside the inner pocket match his career in the Army Air Corps.
