Personal knowledge of Melvin C Halstead. Melvin C Halstead assigned to monitor Grant Powers in hospital after Grant Powers left hospital and returned to base in order to request a permanent grounded status. Powers technically AWOL and returned to hospital in "custody" of Melvin C Hasltead. Both were discharged and returned to base for further determination.
